Is UC San Diego or the University of Arizona more affordable for an out-of-state student?

UC San Diego’s nonresident supplemental tuition substantially raises its total cost beyond the resident rate, and living in the La Jolla/San Diego area can make housing and personal expenses especially high. Arizona’s Tucson location is typically less expensive for housing and day-to-day spending, even when comparing campus housing and meal plans.

At UC San Diego, an out-of-state student should not assume that need-based UC grants will close the gap. Federal Pell Grants, federal loans, outside scholarships, and some limited campus aid may apply depending on eligibility, but California’s major need-based grant programs are primarily for eligible state residents. Its published cost of attendance also includes indirect costs such as books, transportation, and personal expenses, so compare the full figure rather than tuition alone.

The University of Arizona uses a tuition-guarantee model for entering students, which can make four-year planning more predictable. It also awards nonresident merit scholarships, and some students from eligible western states may qualify for Western Undergraduate Exchange pricing or related regional awards. Those awards can materially change the comparison, but they depend on residency, academic profile, program, and the university’s current rules.

For most out-of-state students paying close to full price, the University of Arizona will be more affordable overall. UC San Diego becomes financially competitive only when its net price, after confirmed aid and outside scholarships, is close to Arizona’s final net cost or when the academic opportunities justify paying the difference.
