For an undergraduate foundation aimed at a research PhD, UC San Diego has the edge overall because of the scale and breadth of its research ecosystem. Virginia Tech could be the more productive choice, however, if its lower cost, a specific faculty match, or a stronger likelihood of close mentorship would let you engage deeply in research from your first or second year.
