Brown is harder to get into than UNC for an out-of-state student. Brown is a highly selective private Ivy that draws a national and international applicant pool without giving preference to in-state residents, while UNC Chapel Hill is a public flagship that is notably more constrained for non-North Carolina applicants. For out-of-state students, UNC can still be very difficult, but Brown remains the tougher admit overall.

One key difference is who each school is built to serve. UNC is a public university with a strong obligation to North Carolina residents, so out-of-state applicants are competing for a relatively limited share of the class. That means UNC can feel surprisingly selective for nonresidents even though it is not usually discussed in the same category as Brown. At Brown, everyone is effectively applying into the same very small and extremely competitive pool.
