Tulane or Penn State: which school has better school spirit?

The biggest practical tradeoff is scale and intensity: Penn State has a much bigger, more all-consuming school-spirit culture, while Tulane has real pride but a more balanced, city-integrated social vibe. At Penn State, football Saturdays shape campus life in a major way, students pack games, and school traditions are unusually visible year-round. Tulane has strong energy around campus events and plenty of students who love the school, but the spirit is less likely to dominate the entire student culture in the same way.

If your definition of school spirit is people constantly wearing school gear, organizing weekends around games, and feeling like the whole student body rallies around one identity, Penn State stands out more clearly.
