Evanston works well for someone who wants a calmer day-to-day setting and occasional access to a major city.

For the specific experience you describe, Wisconsin–Madison has the stronger college-town atmosphere. Its downtown, lakes, social scene, and student presence make it easier to spend ordinary evenings and weekends off campus without feeling that you need to leave town for energy or variety.
