Is UVA or Emory more flexible for undergraduate course selection?

The main tradeoff is that UVA offers a larger university course catalog and more distinct undergraduate schools, while Emory tends to make it easier for an undecided student to build an interdisciplinary path within one liberal-arts college. At UVA, the College of Arts & Sciences curriculum includes its Engagements and Disciplines requirements, along with writing and language expectations; these provide plenty of choice but create a fairly defined framework. Emory College also has General Education Requirements, including writing, quantitative, language, and distribution work, but students can often satisfy them through a wide range of department offerings.

Both schools give students meaningful time to explore before committing to a major. Neither school prevents cross-department enrollment: a student interested in, say, psychology, public health, economics, and visual arts can combine courses in those areas at either institution.

The difference becomes more noticeable when moving beyond the main liberal-arts college. UVA has especially broad options across schools such as Engineering, Architecture, Education, and Commerce, but some programs require a separate application, prerequisites, or a formal internal transfer. Emory students can take coursework across many areas and pursue interdisciplinary programs relatively smoothly, though access to certain professional-school courses can also depend on space and prerequisites.

For overall flexibility while still undecided, Emory has a slight edge because its academic structure is typically easier to navigate without committing early to a particular school or program. UVA may be more appealing if the larger range of specialized schools is part of what you want to explore and you are comfortable planning around more distinct curricular and admission requirements.
