The biggest practical tradeoff is that the University of Minnesota Twin Cities often starts with a somewhat lower nonresident cost of attendance, while Virginia Tech’s aid for out-of-state students can be harder to predict and is often limited. At both schools, tuition varies by college or major, and housing, meal-plan choices, and personal expenses can narrow a modest published-price difference.

Minnesota can become notably less expensive for students eligible for its tuition reciprocity arrangements, including certain residents of nearby states and Manitoba. It also offers nonresident merit scholarships, although they are competitive and should not be assumed. Virginia Tech provides merit awards as well, but out-of-state applicants should plan primarily around the published nonresident price unless they have a confirmed scholarship.

For a student receiving no special tuition rate and no major merit award, Minnesota is typically the more affordable of the two, or at least the safer lower-cost estimate.
