Out-of-state students generally cannot rely on Florida’s Bright Futures or Georgia’s HOPE/Zell Miller resident-focused scholarship programs, so aid offers matter more than they might for in-state applicants. A modest cost difference may be worth choosing based on academic fit, but a large four-year gap is difficult to justify unless one program offers a clearly superior opportunity in your intended field.
