Which is better for an undergraduate engineering student who wants to work in the United States: Arizona State University or Imperial College London?

It places you in the U.S. recruiting market throughout college, gives you access to U.S.-based internships, and, for international students, can lead to STEM OPT work authorization after graduation. Imperial College London has an outstanding global engineering reputation, and its graduates are well regarded by technical employers.
