Which is generally harder to get into for undergraduate admission, UVA or Penn State?

I’m a high school junior comparing UVA and Penn State as potential colleges. I’m trying to understand which school is generally more selective overall, rather than comparing a specific major or honors program.

UVA is generally harder to get into for undergraduate admission than Penn State, particularly for applicants who are not Virginia residents. UVA receives a very large national applicant pool and has limited space for out-of-state students, while Penn State enrolls a substantially larger first-year class across its campuses. Both schools are selective, but UVA’s overall admissions bar is higher.

Virginia residency makes an important difference at UVA. The university gives significant priority to in-state applicants, so Virginia residents have a meaningfully more favorable admissions landscape than nonresidents, although admission is still competitive.

Penn State University Park is the relevant comparison for most students, since it is Penn State’s flagship campus and is more selective than many other Penn State campuses. Its admissions process can also vary by intended college and by whether an applicant is considered for the summer session or a different campus, but it is typically more attainable than UVA for similarly qualified applicants.
