Which offers better overall value: UC San Diego or Penn State?

I’m deciding between UC San Diego and Penn State and want to compare their overall value, not just their rankings. I’m considering total cost, academic opportunities, career outcomes, and student experience, but I’m unsure which school generally provides the stronger return on the investment.

Penn State is the more compelling value when it is substantially cheaper for you, when its specific program is a better fit, or when you want the fuller residential flagship experience. Avoid taking meaningfully more debt for either name alone; choose the school whose net cost and opportunities align with your intended field.
