How should I compare UVA and Wisconsin for out-of-state value?

I’m a high school senior deciding between the University of Virginia and the University of Wisconsin–Madison as an out-of-state student. I’m trying to determine which school provides better overall value when considering cost, academics, career opportunities, and student experience.
