Arizona State vs UIC for value: which is the better college ROI choice?

I’m trying to decide between Arizona State and UIC and I keep seeing both described as good value schools. I care a lot about getting a solid education without taking on unnecessary debt, so I’m looking at the overall return on investment rather than just the sticker price.
