Is UC Berkeley or UVA the better value for an out-of-state student?

I’m trying to decide between UC Berkeley and UVA and keep hearing both are great schools, but I’m mostly thinking about overall value. I want to compare the cost against the long-term benefits for someone who would be paying out of state.

I’m not looking for which one is “better” overall, just which tends to be the stronger value for the money for an undergraduate degree.

For an out-of-state student paying full price, UVA often comes out as the slightly stronger value, mainly because its nonresident cost is usually lower than UC Berkeley’s while still offering a very strong national reputation, excellent undergraduate teaching in many departments, and powerful alumni reach, especially on the East Coast and in business, policy, and consulting. For someone entering fields like finance, consulting, government, law, or business-adjacent work, UVA’s outcomes can be strong enough that paying less than Berkeley matters a lot in the value equation.

Berkeley is worth the premium for a student who specifically wants what Berkeley does unusually well: top-tier strength in tech, engineering, computer science, economics, research access, and proximity to Bay Area opportunities. Its name carries exceptional weight in many industries, and for some paths, especially tech and certain quantitative fields, that can translate into real return. The tradeoff is that Berkeley can feel more competitive and less personalized at the undergraduate level, so the value is highest for students who are comfortable navigating a big, high-powered public university and taking initiative.

If both would require substantial borrowing, UVA usually looks safer financially. If Berkeley’s standout departments, Silicon Valley access, or academic culture directly match your goals, then Berkeley can absolutely be worth more. The key value question is not prestige alone, but whether Berkeley’s specific advantages are advantages you will actually use.
