Is the University of Michigan more selective than Penn State?

The biggest practical difference is that University of Michigan admissions are meaningfully tougher overall than Penn State’s, especially for out-of-state applicants and for high-demand colleges or majors. Michigan gets a very large national and international applicant pool, weighs academics at an extremely high level, and is widely seen as one of the most selective public universities in the country. Penn State is certainly popular and can be competitive for some applicants and programs, but it is not typically viewed in the same admissions tier as Michigan.

In plain terms, if a student is admissible to Penn State, that does not automatically mean they are competitive for Michigan. Michigan usually expects a stronger academic profile across grades, course rigor, and overall application quality. The gap is often even more noticeable for students applying from outside Michigan, since the university is especially sought after by nonresident applicants.

Penn State admissions can still vary by campus, major, and timing. University Park is more selective than some other Penn State options, and certain majors are harder to enter than others. But even taking that into account, the broad answer is still that Michigan is the harder school to get into.
