The biggest practical difference is that Wisconsin lives like a true flagship public university every day, while Tulane, despite being lively and social, feels much smaller and more contained. Wisconsin has a much bigger campus footprint, and the kind of constant activity that comes with Big Ten sports, huge lecture classes, packed student org scenes, and a city-campus environment in Madison. Tulane has energy too, but it is closer to a medium-sized private university experience with a tighter campus community.

If by “big school experience” you mean the feeling that there is always something happening and that you are part of a massive student population, Wisconsin is the clearer match. The campus is much larger physically, and daily life tends to reflect that. Walking around Madison, you get the scale right away: more school spirit woven into the town, and more of that classic state-school atmosphere.

Tulane absolutely has a strong campus culture, and New Orleans gives it a distinctive social scene that can make it feel busy and exciting. But that is different from a true big-campus vibe. Tulane’s campus is more compact, and the overall feel is more intimate even when the social life is active.

Wisconsin also tends to deliver more of the traditional markers people associate with a “big college feel”: major football Saturdays, huge alumni presence, broad course offerings, and the sense that you can constantly find new groups and subcultures within the student body. Tulane can feel spirited and fun, but not on that same scale.
