How should I compare the total cost of attending FSU versus UNC as an out-of-state student?

For most out-of-state students, Florida State will be less expensive on the published cost of attendance, largely because its nonresident tuition and required fees are substantially lower than UNC’s. Compare the schools using their official cost-of-attendance budgets for the same academic year, not just the tuition line. Then replace each school’s estimates with your own likely housing, food, and travel costs.

Start with direct billed charges: tuition, mandatory fees, campus housing, and meal plan. Include health insurance only if you would actually be required to buy the university plan rather than use family coverage.

Subtract only grants, scholarships, and confirmed tuition waivers from each school’s total; do not count loans, work-study, or possible future scholarship increases as discounts.

Estimate travel separately. Add round-trip flights or driving costs for fall break, winter break, spring break, and move-in or move-out, plus airport transportation and luggage costs where relevant. Build a four-year estimate with modest annual increases and note whether each scholarship or waiver is renewable, what GPA or enrollment conditions apply, and whether it covers only tuition or other charges too.
