Is MIT or UPenn better for biomedical engineering?

I’m a high school senior interested in biomedical engineering and am comparing MIT with the University of Pennsylvania. I’m trying to understand how they differ specifically for undergraduate biomedical engineering, including the academic experience and research opportunities.
