Rutgers vs. Penn: Which college offers stronger support for first-generation students?

The biggest practical tradeoff is scale versus coordination: Rutgers offers a large, public-university network of services and a dedicated First-Generation Student Center, while Penn tends to provide a more centralized, high-touch first-generation and limited-income support structure. Assuming you mean Rutgers–New Brunswick, Rutgers gives first-gen students a visible campus home, programming, peer connection, and guidance on navigating academic and campus systems.

Rutgers can be particularly strong for New Jersey students eligible for the Educational Opportunity Fund (EOF). EOF can combine financial assistance with counseling, academic support, and a built-in community, which can make the transition to college much less isolating. Because Rutgers is so large, though, the experience can depend more on your school, major, and how actively you use the available offices.

At Penn, Penn First Plus is designed specifically to support first-generation and/or lower-income students through advising, peer mentoring, community-building, financial guidance, and transition programming. Penn’s smaller undergraduate environment and centralized FGLI infrastructure can make it easier to identify the right person for questions that families without college experience may not know to ask, such as course selection, internships, research, and professional norms.

For first-generation support alone, Penn has the edge because its resources are more integrated and personalized across academic, financial, and social adjustment. Rutgers is still an excellent option, especially if EOF applies to you or you value a larger, more diverse public-campus community, but you may need to be more proactive in assembling your support network.
