Which has a stronger football culture: UIUC or Penn State?

I’m deciding between the University of Illinois Urbana-Champaign and Penn State, and the football atmosphere is an important part of my college experience. I’d like to understand which school has the more noticeable game-day traditions, student involvement, and overall campus football culture.
