How should I compare UIUC and Penn State for transfer fit?

I’m considering transferring to either the University of Illinois Urbana-Champaign or Penn State and want to choose the school that fits me academically and personally. I’m especially unsure how to evaluate fit beyond rankings and reputation when comparing two large public universities.
