Penn State vs. University of Virginia: Which Has Stronger Undergraduate Academics Overall?

I’m a high school senior comparing Penn State and the University of Virginia and am mainly focused on the overall quality and rigor of their undergraduate academics. I’m still deciding on a major, so I want to understand which school is generally considered stronger academically across programs.
