Should I choose Arizona State or Rutgers to improve my admissions odds?

I’m trying to decide where to apply and I keep hearing that some schools are harder to get into than others. I’m looking at Arizona State and Rutgers, and I want to understand whether one would generally give me a better chance of admission.
