Notre Dame can absolutely justify its price for some students, but that tends to be most true when its financial aid brings the cost down or when a student will really benefit from its unusually loyal alumni network, strong national reach, and recruiting strength in business, finance, consulting, and certain pre-professional paths.

Florida State makes the most sense for a student who wants to keep debt low and still have access to a large, well-known public university with honors options, research, and a broad alumni base, especially in Florida and the Southeast. If you are likely to pay close to in-state public rates at FSU, it is hard to ignore the value. The gap in career outcomes would usually need to be very large to outweigh that price difference, and for many majors it simply is not.

A lot depends on your actual cost, not sticker price. If Notre Dame gives generous need-based aid and brings your net cost near FSU’s out-of-state cost, the equation changes a lot. If you would pay full price at Notre Dame and in-state price at FSU, FSU is usually the more compelling value unless you have a very specific reason that Notre Dame’s network or campus culture would materially change your opportunities.
