Which is better for a social campus, University of Georgia or Tulane?

University of Georgia is the safer pick for a more consistently social campus. UGA has a huge residential student culture, major SEC school spirit centered on football and campus traditions, and a very active club and Greek life scene that keeps people around campus and involved most days of the week.

One big difference is scale and visibility of campus life. At UGA, the student body is larger and campus-centered, so it is easier to feel like something is always happening, whether that is tailgates, student organization events, concerts, or people gathering around the main parts of campus.
