For law school admissions, GPA, LSAT, writing ability, and sustained intellectual engagement matter most, so the better pre-law college is the one that helps you excel in those areas. Notre Dame has an edge because it offers a wide range of rigorous majors in the humanities and social sciences, well-developed debate and policy opportunities, and a campus culture that tends to support serious academic involvement. If the question is which school will give you the stronger overall platform for law school applications, I would lean Notre Dame. It tends to carry more weight nationally, offers more extensive pre-law-related resources, and provides a larger academic stage for the kind of writing, research, and leadership experiences law schools like to see.
