Is UC Berkeley considered part of the Ivy League?

I've heard a lot of people compare UC Berkeley to the Ivy League schools, and I keep getting mixed messages about whether it actually counts as one or not. Some guidance counselors say it's just as good, but not technically an Ivy. Others act like it's basically the same thing.

Honestly, the whole Ivy League thing confuses me. I'm a rising senior hoping to apply to top STEM schools, and I want to understand how Berkeley fits into the college landscape.
