What is the process for international students to apply to UC Berkeley?

I'm currently a junior in high school outside the US and I'm really interested in applying to UC Berkeley. I've looked at their website, but I still feel confused about what the specific steps are for international students. Do I apply through the same portal as US students, or is there a different process?

Also, are there extra requirements like English proficiency tests, and if so, what scores are considered competitive?
