Is William & Mary or Virginia Tech better for computer science?

For a student who wants CS in a less industrial, less engineering-heavy setting, that can be appealing.

So if the question is which school is more strongly regarded for computer science itself, Virginia Tech is the better answer. William & Mary makes sense if you specifically want the smaller liberal arts atmosphere and are willing to trade some departmental scale for that experience.
