For cybersecurity, that can translate into solid internship options, practical project experience, and a campus environment that may feel a little more balanced and less pressure-cooker than Georgia Tech.

In terms of pure overall reputation and opportunities for cybersecurity, Georgia Tech comes out ahead. NC State is still an excellent choice, especially if cost, campus fit, or in-state value make it significantly more attractive.
