UC Berkeley vs Williams for value: which one has better long-term return on investment?

I’m trying to think about college in terms of long-term value, not just prestige. UC Berkeley and Williams both seem like strong options, but I keep seeing them talked about very differently.

If Berkeley would be in-state and Williams would require a much higher family contribution, Berkeley is often the clearer value. If Williams gives you a package that brings the cost near Berkeley, then Williams becomes very compelling because you are getting elite outcomes with more personal attention and fewer undergraduate competitors for faculty time.
