If you are literally in-state for UNC, UNC is usually the tougher value proposition to beat because of its lower resident cost relative to its reputation. If you are in-state for Pitt, then the comparison gets closer, and the better value depends more on your major and whether you want an urban campus tied closely to research and healthcare.
