Another key difference is how the schools structure admission. Michigan State admits to one main campus in East Lansing, so the question is fairly straightforward. Penn State, by contrast, may offer admission to a commonwealth campus or through its 2+2 pathway even when University Park is a reach, which can make overall Penn State admission sound less selective than the flagship-campus reality.

The applicant pools also differ in a way that matters for odds. Penn State University Park tends to attract a very large number of applicants specifically targeting the flagship experience, which raises the bar more than many students expect. Michigan State is still a major Big Ten university with plenty of strong applicants, but it is more often treated as a realistic target for students whose profiles might be borderline at Penn State University Park.
