Which school usually gives better merit scholarship money: UIUC or University of Arizona?

I’m trying to compare scholarship money between these two schools because cost is a big factor for my family. I know the total price can vary a lot depending on aid, but I’m mostly looking for which school tends to be more generous with merit scholarships for out-of-state students.

I want a general sense of which one is usually better for scholarship offers, not a specific year’s package.

That makes it easier to estimate your likely cost ahead of time.

At UIUC, the financial picture is different. Need-based aid for out-of-state students is not especially strong, and merit awards exist but are often relatively competitive or smaller compared with the full cost.
