Is Villanova or Penn State usually more affordable for an in-state student?

I’m trying to compare the overall cost of attending Villanova versus Penn State, and I’m mostly interested in what a typical in-state student ends up paying after tuition, fees, housing, and other basic expenses.

I know the exact cost can vary a lot, but I’m looking for the general difference in affordability between the two schools.

The biggest practical tradeoff is this: Penn State starts from a much lower sticker price for Pennsylvania residents, while Villanova may offer more need-based aid or merit in some cases but begins as a private university with a significantly higher published cost. For a typical in-state student looking at tuition, fees, housing, meals, and basic personal expenses, Penn State is usually the more affordable option.

Penn State benefits from a resident tuition structure, so Pennsylvania students usually see a clear cost advantage before aid is even applied. Villanova does not have an in-state discount because it is a private school, so Pennsylvania residents and out-of-state students face the same general pricing. Even after grants, Villanova often remains more expensive for many families unless the student receives strong need-based aid or a notable merit scholarship.

The exception is when your family qualifies for substantial financial aid from Villanova. In some middle- or lower-income situations, Villanova’s aid package can narrow the gap a lot, and occasionally it can make Villanova competitive with Penn State. But if you are asking about what is usual rather than what is possible, Penn State is the more affordable school for an in-state student.

The most reliable way to think about it is baseline cost versus potential discount. Penn State usually wins on baseline affordability for Pennsylvania residents, while Villanova only becomes the cheaper choice in specific aid-heavy cases.
